Buffalo’s Cookies & Cream Ice Cream Shops Changing Ownership After Nearly Five Years

BUFFALO, N.Y. — Nearly five years after opening, the three Cookies & Cream ice cream shops in Buffalo are set to change ownership.

The business was founded in 2020 by Hook & Ladder Development, a company that dissolved two years ago when Peter Scarcello and John Otto Jr. divided their assets. Scarcello retained control of the majority of the company’s properties, including several located along Seneca Street in South Buffalo. Otto, on the other hand, took ownership of the ice cream business and later went on to open Riverfield 865, a bar and restaurant at 865 Elk St.
